At the beginning of April, the partner of the office, Kadri Matteus, trained specialists from the Ministry of Education and Research on how to prepare the technical description in public procurement. The technical description is the part of the procurement documents that outlines the subject of the procurement, or simply put, what the contracting authority wants to purchase.

What constitutes a compliant technical description and what makes a truly good technical description? Our recommendation regarding the technical description is always to think about the outcome—the problem the contracting authority wants to solve—and to write that into the technical description. If possible, avoid dictating every step of the contract's execution to the contractor; instead, trust the professionalism of the company. Critical aspects, however, should always be clearly and unequivocally stated.

And who hasn’t heard the urban legend that, since you can’t state in a procurement that you want to buy an Audi, the workaround is to describe the car as having four connected rings at the front? This is pure urban legend, as such a requirement would contradict the principles of equal treatment and the effective use of competition, because it would be difficult for the contracting authority to justify such a restriction if a dispute arises.
