Merily Rool wrote an article for the "Successful Estonia" opinion contest. Merily is convinced that a significant portion of both public and private sector resources is wasted unnecessarily. Regular training, well-structured procurement documents, trusting suppliers, and effective procurement tools are key factors that, if developed, could help create an efficient and transparent public procurement system.
