Mission statement
The mission of Matteus law firm is to develop and improve the culture of public procurement and the quality and accessibility of legal services. We offer professional legal assistance that supports transparency and competition, and helps prevent legal disputes. Our core strengths lie in reliability, flexibility, and in-depth knowledge of our specific field.
To fulfil this mission, we envision ourselves as an innovative and inspiring boutique law firm that delivers exceptional value to both clients and employees, while achieving sustainable growth and profitability.
This vision is supported by our core values, the first of which is innovation and continuous development. For us, innovation is a driving force—we apply modern solutions to enhance both content quality and process efficiency.
Focused on collaboration and transparency, our second key value is synergy. Working closely with colleagues and clients ensures the best possible outcome for the client.
Excellence as a value means that no matter what your legal question is, you will receive a well-considered answer. We perform our work thoroughly and with master-level quality. When something is outside our expertise, we involve competent partners—because collaboration brings the best results.

I am an attorney since 2013 and I provide top-notch and flexible legal services in specific fields and sectors. Having previously worked extensively in a leading Estonian law firm, I understand the significance of delivering professional services, client-centeredness, and absolute dedication to my field. Nowadays, success can't be achieved by just knowing something, but delving deep into clients' and one's field provides a true competitive advantage.
I am one of the most recognized lawyers in Estonia in the field of public procurement, advising both contracting authorities and entrepreneurs from the development of procurement procedures to representation in court disputes. I have conducted numerous procurement proceedings, possessing practical experience as a lawyer working for the contracting authority and advising companies participating in tenders. I also have extensive knowledge and experience in other administrative law disputes. Therefore, I am a reliable partner for both the public and private sector.
In the field of public procurement law, I am a respected speaker and one of the authors of the commented publication on the Estonian Public Procurement Act. I maintain the only procurement blog Riigihankeblogi and podcast in Estonia since 2019.
Since 2025, I am a member of the management board of the Estonian Bar Association.
