Year recap III
⚪ We wrote the core provision commentaries (opening of tenders, compliance, evaluation) for the new version of the commented edition of the Public Procurement Act published this year, as well as the sections on business secrets and the dynamic purchasing system.
⚪ We launched the HankeRadar service, which provides monthly summaries of court and VAKO decisions, developments related to legislation, and interesting literature.
⚪ We started publishing HankeHäkid.
⚪ Kadri Matteus participated in the evaluation committee of the Public Sector Innovation Awards organized by the Government Office.
⚪ We joined the Estonian Association of Information Technology and Telecommunications as an associate member, which is an association of Estonian companies developing or providing digital technologies and services. We hosted the association’s members at a morning seminar in spring and actively participate in the association’s public procurement working group.
⚪ Merily Tamm obtained the qualification of attorney-at-law and entered doctoral studies at the University of Tartu with the research topic “The Impact of the Precision of National Law and the Limits of Discretion on the Effective Application of European Union Law, Using the Regulation of Estonian Public Procurement Instruments in Security Procurements as an Example.”
⚪ Merily Tamm wrote a Juridica article “The Dynamic Purchasing System as a Public Procurement Instrument: Legal Possibilities and Practical Reality” and a Juridica International article “Disproportionate Restrictions on the Exercise of Discretion concerning Public Procurement Instruments under Estonian Legislation.”
⚪ Kadri Matteus joined the Board of the Estonian Bar Association, contributing to the development of the professional organization and to taking into account the needs of micro law firms within the Bar.
⚪ Kadri Matteus participated in a panel discussion organized by the Law Students’ Association, on the topic of working as an attorney in a micro law firm.
⚪ Merily Tamm contributes as a lecturer at the University of Tartu Faculty of Law in courses on commercial law, public procurement law, and local government law, thereby supporting the next generation of young lawyers.
⚪ We cooperate effectively with various attorneys in fields where the firm itself lacks resources, in order to be an even better and more efficient partner for clients in providing legal services.
⚪ We have actively participated in the process of amending both the Public Procurement Act and the public procurement directives, providing feedback to legislators and making proposals for better lawmaking.
