2025 year recap II
⚪ The firm organized two client-focused event series under the Public Procurement Think Tank, addressing the future of public procurement in Estonia and the EU together with guest speaker Estella Põllu from the Ministry of Finance, as well as the most important court judgments of 2025.
⚪ In September, we kicked off the new business season at Bestwine Studio, where we discussed IT and construction alliance contracts together with Sulev Senkel and Andres Birnbaum, followed by a lively wine casino (see also the video).
⚪ For ITL members, we organized a morning seminar analyzing court and VAKO practice in the ICT field in 2024–2025.
⚪ Kadri Matteus spoke at the Public Procurement Treff on the topic of business secret protection, at the international Public Procurement Conference in Tallinn giving an overview of the case law of the Court of Justice of the EU, moderated the February Public Procurement Opening Conference, and gave an overview of court practice on abnormally low tenders in 2025 at the Public Procurement Annual Conference.
⚪ Kadri Matteus conducted training together with Sulev Senkel on alliance procurements.
⚪ Merily Tamm spoke at the Public Procurement Round Table, leading a discussion group on framework agreements with multiple tenderers, and moderated the Public Procurement Treff.
⚪ Merily Tamm trained contracting authorities on qualitative award criteria, drafting technical specifications, and conducting dynamic purchasing systems.
⚪ Merily Tamm participated in the international conference in Copenhagen “EU Public Procurement anno 2025 – Are the rules fit for purpose?”.
⚪ We wrote both in the public procurement blog and in the media about ICT procurement disputes, general challenges in public procurement, an example of vendor lock-in based on the Czech Tax Authority, and EU court judgments.
⚪ Merily Tamm shared her thoughts on the international Public Procurement Conference held in Tallinn and on amendments to the Public Procurement Act in the Kuku Radio program “Kuue samba taga”.
