The European Commission has published an article on ICT procurement on the Big Buyers portal. The article addresses the planned review of the European Union’s 2014 Public Procurement Directives and focuses on the role that information and communication technology (ICT) procurement could play in this process. It notes that ICT procurement is a rapidly growing and strategically important field through which the public sector can influence sustainability, innovation, and Europe’s competitiveness. At the same time, the current procurement framework does not always sufficiently support these objectives, and contracting authorities often feel that the rules are too rigid or complex.

The article highlights discussions emphasizing the need to use public procurement more consciously as a policy tool. ICT procurement is seen as having significant potential to reduce environmental impact, for example through longer equipment lifecycles, repairability, recyclability, and the consideration of life-cycle costs. Attention is also drawn to risks such as dependency on a small number of large suppliers, as well as the need to promote competition and facilitate access to procurement opportunities for smaller companies.

In addition, the article addresses practical challenges faced by contracting authorities on a daily basis: the excessive dominance of price criteria, limited flexibility in amending contracts, differing national additional rules, and a shortage of procurement specialists. Overall, the tone of the article is forward-looking—the review of the Public Procurement Directive is seen as an opportunity to strengthen the role of ICT procurement as a strategic tool that better aligns the goals of digital transformation, sustainability, and economic resilience.
