⚖️ The European Court of Justice clarified how restrictions related to sanctions against Russia must be taken into account in public procurement, and in which cases a bidder’s links to sanctioned persons may prevent the conclusion of a procurement contract. The circuit court, in turn, addressed a dispute concerning financial corrections related to the Valga–Valka twin city centre development project, emphasizing that if correction rates are not specified in legislation or a contract, the granting authority must assess the nature of the infringement and its potential financial impact rather than relying solely on the Commission’s guidelines.
