We are assisting Elering in procuring long-term frequency reserves

Elering has, for the first time, announced a public procurement for the acquisition of up to 500 megawatts (MW) of generation and storage capacities from the market, which are necessary for the independent frequency control of the electricity system.

Elering currently uses frequency reserves to maintain balance in the electricity system and is expanding their use in connection with the disconnection from the Russian power system and the planned synchronisation with the Continental European electricity grid in February next year.

Suppliers have nine months to submit their bids in this public procurement, and the generation or storage units providing the reserves must be new. In line with climate policy goals, potential reserve providers must demonstrate how the reserve-providing unit can be converted to run on renewable fuel in the future.

We supported Elering in this exceptional procurement by advising on public procurement matters, including procurement design, drafting requirements, and publishing the tender in the register.

You can find the procurement notice here.
