🔍 Why read it?
Kadri Matteus provides an overview of the most significant judgments issued by the Court of Justice of the European Union over the past year in the fields of public procurement and concessions.

💬 Highlights:
As always, the Court has addressed a wide range of topics, but this year was particularly fruitful regarding the modification of contracts and framework agreements (including concessions). The Court issued several important — and even practical — opinions on this matter.

Among other things, we learned that after the privatization of a state-owned or municipal company, existing in-house contracts do not automatically terminate, and such contracts may still be modified, provided the changes comply with the requirements of the Directive (see Case C-452/23).
