💼 Public Procurement Law 2025: Do Make or Buy?

The lawyers from Law Firm Matteus participated in a conference organized by Addenda and the University of Tartu, which brought together top experts in the field of public procurement – legal scholars, practitioners, government representatives, and judges. It was a highly insightful day, full of valuable ideas and practical examples!

🎯 Key takeaways:
• “Do make or buy?” – a strategic decision with both legal and economic implications.
• Internal transactions, administrative cooperation, and exceptions to procurement procedures – how to apply them correctly in the Estonian and EU context.
• Court practice and the latest EU guidelines are shaping new directions in public procurement law. (The overview of CJEU case law was, as always, excellently presented by Kadri Matteus!)
• The multilingual and international nature of the conference offered great insights into how other countries address similar issues.

👏 A big thank you to the organizers and speakers for an engaging and valuable discussion!
