Public Procurement Act – Commented Edition 2.0

📖 The field of public procurement is constantly evolving, and practitioners need a reliable and up-to-date reference guide. There’s reason to celebrate — the long-awaited second, expanded edition of the Commented Public Procurement Act has just been published!

This new edition provides a comprehensive overview of the Act’s application, court and review practice, and helps contracting authorities, tenderers, judges, auditors, policymakers, and civil servants navigate this complex area of regulation.

⚖️ Kadri Matteus authored the commentary for §§ 46¹ (trade secrets) and §§ 107–118 (core provisions on tenders and requests — including submission and opening, validity extensions, compliance checks, abnormally low tenders, rejection of all bids, evaluation and selection of the winning tender, and assessment of alternative solutions).

⚖️ Merily Tamm authored the commentary for §§ 32–35 (dynamic purchasing system), § 114 (compliance check), and §§ 116–118 (rejection of all tenders, evaluation and selection of the winning tender, and assessment of alternative solutions).

Since the publication of the first edition in 2019, six years have passed — and public procurement law has evolved significantly. The legal text has undergone substantial amendments, and new trends have emerged in practice, driven by strategic national goals, increased awareness among contracting authorities, and the spirit of the times.
