Public procurements are a challenge for both contracting authorities and tenderers
Although Estonia and the European Union have set the goal of simplifying public procurement rules, true simplicity still seems a long way off. New regulations continue to shape how procurements are conducted, and in Estonia, the drive to amend and refine the legal framework shows no sign of slowing down. At present, a draft amendment to the Public Procurement Act is under ministerial review — one that would structurally change more than half of the current procurement procedures.
In recent years, new topics have emerged in the field of public procurement — such as security and the protection of European markets from external influence by third countries. Public procurement, much like the city of Tallinn, is a domain that is never truly finished.
