Dynamic Purchasing System (DPS)
We’re delighted to share that in the special issue 2025/6–7 of Juridica, our lawyer Merily Tamm (Rool) has published an in-depth article titled “The Dynamic Purchasing System as a Public Procurement Instrument: Legal Possibilities and Practical Realities.”
The article explores one of the most flexible tools in public procurement — the Dynamic Purchasing System (DPS) — examining its nature, practical applications, and related legal issues.
It focuses, among other things, on:
⚪ which types of procurement objects may be acquired through the system, and
⚪ how precisely contracting authorities must define the technical specifications of future contracts when establishing the system.
The Dynamic Purchasing System represents a step toward simplifying and increasing the efficiency of public procurement, yet it also introduces new legal challenges — all of which Merily’s article addresses through thorough analysis and a practical perspective.
