Defence Readiness Omnibus
🛡️ 1. Public Procurement Framework – Simplifying Requirements
The Commission plans to simplify the legal and administrative frameworks affecting the European defence industry, including public procurement. A proposal called the “Defence Omnibus Simplification” is expected by June 2025. Its goal is to reduce procedural burdens and strengthen the competitiveness of joint procurements. It also recommends taking advantage of the flexibility offered by framework agreements and dynamic purchasing systems.
📦 2. Collaborative Procurement and the EU Defence Market
At the heart of the package is the idea of creating a genuine European market mechanism for defence products, aiming for a 40% share of joint procurements, based on the European Defence Industrial Strategy (EDIS). Coordinated procurement among Member States will generate economic efficiency, harmonize requirements, and improve purchasing power — allowing public procurement to benefit from a stronger network that connects buyers.
🚚 3. Military Mobility and Crisis Situations
As part of the package, public procurement procedures will be used to acquire transport and logistics solutions during crises. By the end of 2025, a joint report — including legislative elements (e.g. customs and supply chain resilience) — is planned to simplify military mobility.
🧰 4. Stockpiling and Production Capacity
The Omnibus aims to establish EU-wide strategic stockpiles (“readiness pools”) for defence products and components. This includes cross-border cooperative procurement projects to ensure more affordable and reliable supplies, using public procurement mechanisms to build and maintain reserves.
💶 5. Financing and Investment
The package foresees up to €800 billion in investment — €650 billion expected through national budgets (via Stability and Growth Pact flexibility) and €150 billion via the new “SAFE” loan program. The public procurement framework will need to accommodate the management of such large financial flows.
